Who is charged, not the guy doing all the shouting and directing threats. He should have been charged as well going by the witness statements. Interesting point: witnesses saying that a (presumably drunk) footballer was shouting quite clearly offensive, even sectarian threats about killing people, and the law doesn't bat an eyelid.
