Ignore everything else about this proposed transfer and consider this one question; How much will Templeton's career develop in the next 2-3 seasons playing against lower league opposition?

Wrong. The ban runs out on 31/08/2013 so any player out of contract on 01/09/2013 can sign for them. All they have to do is promise targets a large signing on fee next season in lieu of wages not earned in JulyAugust. Really they are getting a ban on signings this winter, that's all.

Where exactly in the ground are sections 5 & 6? I ask because these kids sections were unannounced when people were buying their season tickets and may now find that they are in the middle of the kids areas.

To effectively cover two transfer windows the ban should start 01/09/12 and end 31/12/2013. As OorWull says the ban will not stop them signing players who remain free agents until 1st September next year, so 1 window it is.

In an effort to promote community support teams only to field players that live within a mile of the ground, like when we were kids. This would involve an expansion of the SFL to around 3000 teams but who could resist such classic encounters as Barmulloch v Balornock, or Auchinairn v Crowhill Btw even though there are 3000 leagues Govan 1690 will still be demoted to the bottom league.

So Green and McCoist attend the SPL meeting. As Rangers still have a share then their Chairman has the right to attend. No other club manager attends with his Chairman though. Seems like an attempt to salvage the situation is being discussed. Can't see that they could do anything without turning 90% off fans away from the game
