Because they played ICT in the last round and that match hadn't been played before the next round was drawn. The story was that there was a bit of soapy at their opener against Hearts, who were given a bit of the Broomloan Front as well as the usual corner bit and the polis then decided 'we can't be bothered with this' and slapped a restriction on the number of away fans. Not sure if this only applies to league games or not. There is a guaranteed minimum of tickets (5% of capacity?) to be made available to away fans I'm sure.
